Abstract
The dilapidated central fabric of Ahvaz, as the historical and cultural heart of the city, faces numerous challenges, including physical deterioration, inefficient infrastructure, vulnerability to natural and human hazards, and socio-economic issues. In this regard, the present study aims to identify and prioritize resilience indicators in the dilapidated urban fabric, the central part of Ahvaz. This study is descriptive in terms of data collection method and applied in terms of development purpose. The statistical population consists of two parts; a Delphi panel consisting of 40 experts in the field of urban management, crisis management, and urban planning, which includes urban planning managers and experts and university professors. The data collection tool is the DEMATEL questionnaire, which was designed using the Delphi technique in three rounds. The DANP combined technique was used to analyze the data and obtain cause-and-effect relationships and the weight of each indicator. The results of this study clearly show that the resilience of the dilapidated urban fabric in the central part of Ahvaz is deeply linked to social dimensions. Among them, "awareness and education" and "social capital" have been identified as the strongest resilience factors. These findings emphasize the vital role of popular ties, public trust, and public knowledge in empowering society to confront urban challenges and risks. However, the study shows that the obvious weakness in institutional-organizational infrastructure is a serious vulnerability that requires strategic review and investment. Achieving sustainable resilience in the dilapidated urban fabric of Ahvaz requires adopting a comprehensive approach that, while strengthening social strengths and people's capacities, also addresses the development, improvement of efficiency, and integration of institutional and executive frameworks. Only in this way can Ahvaz be made resilient to urban risks and pave the way for sustainable and resilient development.
