تدوین پیشران‌های کلیدی مؤثر بر حکمروایی شایستۀ شهری در ایران (نمونه موردی: شهر کاشمر)

چکیده
امروزه گذار از حکومت شهری به‌صورت متمرکز و سلسله‌مراتبی، به سوی حکمروایی مطلوب، غیرمتمرکز و مردم‌سالار امری اجتناب‌ناپذیر است. لذا، به‌کارگیری رویکرد حکمروایی خوب در پرتو دیدگاه‌های نوین برنامه‌ریزی و متناسب با بافت فرهنگی، سیاسی و اقتصادی مناطق مختلف شهری ایران، ضرورتی انکارناپذیر تلقی می‌گردد. از این‌رو، هدف پژوهش حاضر شناسایی پیشران‌های کلیدی اثرگذار بر حکمروایی خوب شهری در شهر کاشمر با رویکردهای نوینی نظیر عدم قطعیت و پیشران‌شناسی است. داد‌ه‌ها و اطلاعات این تحقیق، به دو روش کتابخانه‌ای و پیمایشی جمع‌آوری گردید که در روش پیمایشی از ابزار پرسش‌نامه و الگوهای نرم‌افزاری Mic Mac، استفاده شد و روایی و پایایی آن مورد تأیید کارشناسان صاحب‌نظر و نخبگان پژوهش در این زمینه قرار گرفت. براساس نتایج به دست آمده، ضریب پرشدگی برای متغیرها با دو بار تکرار چرخش داده‌ای (پایایی بالا)، عدد 98.8% را نشان می‌دهد که این عدد نشانگر ضریب بالای تأثیرگذاری و بار عاملی بالا در متغیرها و عوامل برگزیده شده برهم است. بر مبنای مقادیر ارزشی محاسبه‌شده درون ماتریس اولیۀ اثرات متقاطع از طرف نخبگان، 963 مورد با بیشترین حجم آماری دارای ارزش تأثیرگذاری بالا بوده است. همچنین، 852 مورد دارای تأثیرگذاری متوسط، 114 مورد کم‌تأثیر و 325 مورد بدون‌تأثیر محاسبه شده‌اند، این در صورتی است که ارزش P (تأثیرگذاری مستقیم بالقوه) مساوی با 14بوده است. در نهایت نیز پیشنهاداتی همچون کاهش بروکراسی اداری و افزایش شفافیت و...، جهت ارتقاء وضعیت حکمروایی خوب شهری در شهرداری کاشمر ارائه شد.
