Aims: Sustainable urban development is a multilayered concept that is influenced by various factors and variables. In order to evaluate the sustainability of Mashhad neighborhoods, it is necessary to consider all socio-economic, environmental and environmental factors as the most important pillars of sustainability. The purpose of this study is to introduce a spatial evaluation and ranking method of multi-criteria decision-making models. The second step is to rank the sustainability of Mashhad neighborhoods using different indices and variables and to present multiple scenarios for planning the direction of sustainable city.Method: The research method of this article is developmental. This research is a descriptive and analytical one that investigates the sustainability status of Mashhad neighborhoods. The information required in this study was collected through a questionnaire and information from the executive agencies, especially the municipality of Mashhad. And the spatial multi-criteria decision-making approach (AHP and OWA model) has determined the sustainability status of Mashhad neighborhoods. Results / Findings: The findings showed that different spectra of urban neighborhood sustainability were produced using OWA model. And prior to any implementation, executives can evaluate different model options, unlike many single-scenario models, and facilitate the decision-making process. In the Neutral and Half Risk scenario model, the highest rank of neighborhoods is based on all sustainability criteria including Razi, Shariati and Shahed (Zone 10), Jahed Shahr and Sadeghiyeh (12), Ershad and Kouye Doctora. (1) Onsory (8) and Agha Mostafa Khomeini (5) and the most unstable neighborhoods include the neighborhoods of the Shahid Maghoul, Kenehbist and Mehdi Abad (5), the Motahari (2). The overall sustainability index of neighborhoods was also evaluated in a completely pessimistic scenario. Based on this scenario, neighborhoods of Sarshour and Jannat (Zone 8), Felestin and Sajjad (1), Majidiyeh and Naghavieh (12), Daneshjou(11) and Ahmadabad(14) of the most stable Keshavarz neighborhoods (5), Fadak, Amir al-Momenin (2) and Navid (15) are among the poorest neighborhoods in Mashhad.
