Abstract
In order to deal with the increasing challenges caused by the unprecedented population growth and unbridled traffic congestion in Kermanshah city, the necessity of adopting a smart and systematic approach in urban transportation management, as a strategic priority, is becoming more and more tangible. This requires accurate identification, comprehensive analysis, and strategic prioritization of key indicators effective in smartening this area. In this regard, this research has been focused on identifying and prioritizing the indicators effective in smartening the urban transportation network in Kermanshah city. First, by studying the literature on the subject and examining the experiences of other similar cities, various indicators that lead to smartening of urban transportation were identified. Then, using the combined ANP and DEMETL techniques, the relative importance of each of these indicators was determined from the perspective of 50 experts in the fields of transportation, urban management, and urban planning. Based on the results of the DANP technique in examining the Kermanshah smart transportation system, it can be stated with certainty that despite the favorable state of the infrastructural-technical indicators, the environmental indicator stands out as a fundamental weakness and a serious challenge. This obvious discrepancy not only indicates a flaw in the current approach, but also reveals the need for immediate review and fundamental changes in planning in order to improve the environmental indicator and achieve sustainable urban development. In this regard, implementing a smart transportation system with precise prioritization and focusing on key indicators, especially the environmental indicator can act as an effective strategy to realize the smartization of the intra-city transportation network and create a sustainable and efficient city.
