Abstract
This study investigated and analyzed the barriers to the adoption of new energies in rural areas of Joghatai County. In general, the use of new energies is known as a solution to deal with the energy crisis and develop the rural economy and achieve sustainable development. The use of new energies reduces dependence on fossil fuels and reduces environmental pollutants, which improves the quality of life in rural areas. However, the development of these energies faces obstacles. In this study, based on the Cochran formula with an error coefficient of 0.07, the sample size was determined to be 190; accordingly, 190 questionnaires were distributed among the people of the villages and 26 questionnaires were distributed among local officials and officials of related departments (electricity, relief committee, welfare). The collected data were used for descriptive and inferential evaluation. Four components of economic-financial, cultural-social, legal-administrative, and structural constraints were examined with 11 different indicators. The results showed that all indicators except infrastructure and performance indicators were significant. Also, the results of the two-sample t-test showed that the only legal restriction was a significance level of less than 0.05, which indicates a significant difference between the opinions of both communities (host and experts) with a confidence level of 95 percent; the result indicated that the opinions of the host community have priority over the experts only in the legal-administrative sector.
