Abstract
This study aims to analyze the role of obstacles, duplication of efforts, and inconsistent rural management and their impact on coordinated rural development management in Gilan Province. A sample of 81 specialists, managers, and experts from various rural sectors of Gilan was selected using a random and systematic sampling method based on Morgan's table. Data on research variables were collected through a questionnaire. The questionnaire validity was confirmed based on theoretical foundations and literature review. Finally, after incorporating feedback from professors, to enhance reliability, the questionnaire was tested using Cronbach’s alpha (α= 0.82). This is an applied study, which is descriptive-analytical in nature, and employs both quantitative and qualitative methodologies. The data obtained from 23 indicators were analyzed using SPSS software to test the theory and provide solutions based on five inter-organizational coordination indices (collaborative decision-making, operational integration, control and monitoring, relationships and communication, and formalization). Based on the findings from field studies and interviews, the results suggest that efforts have been made to improve the current rural conditions by most rural stakeholders. However, due to a lack of inter-organizational coordination, sectoral views, and the work-to-rule approach of organizations, the outcomes set forth in the Development Program Law have not been achieved or wielded low impact on the rural development outlook. The results suggest that solutions based on the "inter-organizational coordination" indices, which mainly include coordinating, commitment, and accountability-related, can contribute to achieving coordinated rural development management. Accordingly, the formation of the Coordinated Rural Development Planning Management Council of Gilan Province Supervised by the Governor is recommended.
