Abstract
Improving production cooperative performance and identifying their structural challenges is crucial for their development. Accordingly, the present study was designed and implemented with the aim of identifying, analyzing, and ranking the structural challenges affecting the performance improvement and development of production cooperatives in South Khorasan Province. This research is based on a "qualitative-quantitative" nature, an "applied" purpose, and a "descriptive-survey" method. To identify the structural challenges, 10 faculty members from the Department of Management and Social Sciences at Payam Noor University and 10 managers of production cooperatives in South Khorasan Province were selected using snowball sampling. Furthermore, to rank the identified challenges, 97 employees of the General Directorate of Cooperatives, Labor and Social Welfare of South Khorasan Province were selected through simple random sampling. A researcher-made questionnaire (using the Delphi method) was employed for data collection, whose content validity was confirmed, and its reliability was calculated as 0.97 using Cronbach's alpha. Data were analyzed using SPSS software, along with t-test and Friedman test. After reviewing the relevant literature and conducting surveys with professors, managers, and experts, and completing the Delphi stages, 23 factors were identified. The results indicated that challenges such as weaknesses in management and organizational structures, lack of access to appropriate financial resources, and insufficient government support had higher priority. In the prioritization of challenges, the lack of modern financing methods (15.73), low productivity and lack of access to appropriate financial resources (15.53), and the absence of government support and legal incentives (15.22) received the highest priority. These findings emphasize that focusing on resolving financial and managerial challenges, along with reforming support systems, is a vital necessity for advancing the development of production cooperatives in South Khorasan Province.
