TAPI Pipeline Assessment: A Bridge Between South Asia and Central Asia

Abstract

The TAPI (Turkmenistan-Afghanistan-Pakistan-India) pipeline project is among the most significant energy initiatives in Central and South Asia, aimed at transporting natural gas from Turkmenistan to India and Pakistan. Beyond ensuring sustainable energy supply, TAPI is expected to enhance regional economic integration and foster international energy cooperation. This study examines how the pipeline influences the economic and security interdependence among South Asian and Central Asian countries. Findings indicate that despite challenges such as security threats in Afghanistan and the need for massive infrastructure investments, TAPI has made notable progress through financial backing from international institutions like the Asian Development Bank and strategic collaboration among member states. Additionally, the Taliban’s commitment to securing the pipeline route and regional cooperation with neighboring countries have alleviated some security concerns. Economically, TAPI could deepen India’s and Pakistan’s reliance on Turkmen gas while generating transit revenues for Afghanistan. Politically, the project has facilitated multilateral dialogue and trust-building among participating nations. The pipeline also holds the potential to transform Afghanistan into a key energy transit hub, promoting its economic recovery. By creating a network of mutual energy dependencies, TAPI could reduce geopolitical tensions and incentivize peace in the region. Moreover, it sets a precedent for cross-border energy projects in conflict-prone areas. In conclusion, the TAPI pipeline not only addresses regional energy demands but also serves as a catalyst for economic stability and security cooperation, offering a model for future energy-driven partnerships in Asia and beyond. Its success, however, hinges on sustained political will and robust security measures.
