Development and Evaluation of Objective and Subjective Indicators of Urban Neighborhood Development (Case Study: Neighborhoods in District 2 of Ahvaz)

Abstract
In recent decades, the world has witnessed rapid urban expansion, which is chiefly driven by massive global migration to cities. Given the accelerating pace of urbanization and the growing spatial and service inequalities within urban areas, identifying valid indicators of development and exploring their spatial distribution has become crucial for accurate and equitable urban planning. Therefore, this research was designed to develop and evaluate objective and subjective indicators of urban neighborhood development in District 2 of Ahvaz, as a case study. The rapid growth of urbanization and spatial and service disparities in urban neighborhoods have underscored the importance of identifying and analyzing development indicators across these neighborhoods. In this applied research, a descriptive-analytical method has been adopted. Data were collected from two primary sources: secondary data, including official urban statistics, and primary data obtained from questionnaires, semi-structured interviews, and direct observation. Development indicators were identified and weighted based on a review of Iranian and international research literature. The RALSPI model was utilized to determine the relative importance of each indicator. Fuzzy analysis was conducted to adjust expert judgments and subjective perceptions with objective realities. The findings reveal that spatial, educational, health-medical, cultural-social, economic-commercial, and urban facilities indicators play a decisive role in the development of neighborhoods. Accordingly, neighborhoods in District 2 were categorized into affluent, semi-affluent, and deprived areas in terms of urban amenities, exhibiting substantial inequalities in access to services and infrastructure. The results suggest that strengthening local infrastructure, improving spatial justice, fostering public participation, and empowering neighborhoods can significantly contribute to achieving sustainable urban development.
