Abstract
Ahvaz Municipality, faces its own challenges and obstacles. In this regard, several factors can affect the performance of Ahvaz Municipality, and recognizing and understanding these factors is crucial for improving the quality of services and sustainable development of this city. Accordingly, the present study aims to analyze the obstacles and challenges affecting the performance of Ahvaz municipalities. Considering the potential role of the performance of municipalities in various managerial-organizational, economic, social, cultural, environmental, and physical dimensions, this study attempts to identify the most important obstacles in this area in the context of Ahvaz municipalities and prioritize them based on their level of impact. The present study was conducted using a mixed (qualitative-quantitative) approach. In the qualitative part, initial indicators were identified through interviews with experts and specialists. In the quantitative part, the SIWEC method, which is a multi-criteria weighting method, was used to weight and prioritize the identified indicators based on the opinions of experts. The statistical population of this study included 40 experts in the field of urban planning, urban development, municipal affairs experts, and experts familiar with the subject in the city of Ahvaz. The statistical sample in the qualitative part was selected purposefully and in the quantitative part using the judgmental sampling method. The results of this study show that in evaluating the performance of municipalities, financial-economic barriers as well as organizational-management barriers are of the highest importance. However, using these capacities to improve the performance of municipalities faces serious challenges. At the level of secondary barriers, issues such as lack of institutionalization and lack of performance evaluation culture in municipalities, as well as resistance of managers and employees to change are prioritized.
