Abstract
The worn-out central fabric of Ahvaz, representing the historical and cultural core of the city, faces numerous challenges, including physical deterioration, inefficient infrastructure, susceptibility to natural and human hazards, and socio‑economic problems. Accordingly, the present study aims to identify and prioritize resilience indicators within the worn-out urban fabric of Ahvaz’s central district. This is a developmental‑applied study that uses a descriptive method for data collection. The statistical population comprised 40 experts and specialists in the fields of urban management, crisis management, and urban planning in Ahvaz. Experts were selected using a combination of convenience and snowball sampling until theoretical saturation was reached to ensure comprehensiveness and validity of perspectives. Data were collected using a hybrid Delphi‑DANP questionnaire. The Delphi technique was conducted in three rounds to design and refine the indicators, and the DANP method was applied for data analysis to determine causal relationships and the weight of each indicator. The findings clearly suggest that the resilience of the worn-out fabric in central Ahvaz is strongly linked to social dimensions. In this regard, “awareness and education” and “social capital” emerged as the most influential factors in enhancing resilience. These results underscore the critical role of community ties, public trust, and collective knowledge in empowering society to confront urban challenges and hazards. However, the research also reveals significant weaknesses in institutional and organizational infrastructure, marking a key point of vulnerability that requires strategic revision and investment. Achieving sustainable resilience in the worn-out urban fabric of Ahvaz demands a comprehensive approach—one that not only strengthens social assets and community capacities but also focuses on developing, enhancing the efficiency, and integrating institutional and executive frameworks. Only through such an approach can Ahvaz become more resistant to urban hazards and set the foundation for sustainable and resilient development.
