The current research was conducted in terms of practical targeting and in terms of qualitative-quantitative methodology.The statistical population of the research has been selected from 40 experts of this subject and experts in relevant organizations. The results showed that among the six dimensions, among the internal factors, the physical-spatial dimension with a score of 3.86 has the highest score, and the urban landscape dimension with a score of 3.06 has the lowest score, and among the external factors, the physical-spatial dimension has the highest score with a score of 4.75. And the social, economic, cultural and historical dimensions have the lowest score with a score of 3.3. The results of the SWARA method showed that the physical-spatial strategy with a score of 0.47 was the most important strategy and the user-functional strategy with a score of 0.03 was the least important strategy compared to other strategies, and among the 29 final strategies after calculating the weight of the criteria, environmental strategies The strategy of being able to take advantage of the cool weather in summer, among the transportation strategies, the strategy of using bicycles as the main elements of transportation, among the user-functional strategies, the strategy of turning the square and market complex into a tourist center, among the physical-spatial strategies The possibility of dimming the elements of spatial organization and memorable elements among the social, economic, cultural and historical strategies, the strategy of the presence of the imam of the city in order to advance the goals of the progressive plan, among the strategies of the urban landscape, the strategy of the inappropriate skyline in the surrounding passages, the most important strategies among the strategies of sustainable regeneration They are in historical urban contexts.
