Abstract

Rural cooperatives always play an effective role as institutions that support development, along with the government's policies in improving life, production conditions, providing services, raising the level of income and the social status of local communities. In the meantime, there are problems in the development of these institutions that must be solved. Therefore, in the present research, the analysis and evaluation of the difference in the perception of rural stakeholders regarding the obstacles to the development of cooperatives in Gilan province was discussed. The statistical population of this research includes all specialists, experts and members of rural cooperatives, of which 23 are specialists, 18 are experts from labor, cooperative and social welfare departments of the cities of Gilan province, and 236 are members of rural cooperatives in the province. The obtained data were analyzed using descriptive and inferential tests. The results obtained based on the binomial test show that in all components, more than 50% of the respondents believed that more than the average level of 3 obstacles are involved in the development of rural cooperatives. Also, based on Friedman's test, the five economic, institutional-management, laws, awareness and social-cultural components are considered to be the most important obstacles. Further, in order to analyze the perception of the sample community on the five categories based on the division of the four major planning areas proposed in the Land Development Plan of Gilan Province, it was found that there is a significant difference between the opinions of the three groups of respondents in relation to the obstacles and challenges identified in Each of these four regions exists.
