Abstract
The necessity of adopting a smart and systematic approach in urban transportation management, as a strategic priority, to deal with the mounting challenges posed by the unprecedented population growth and unbridled traffic congestion in Kermanshah city, is becoming exceedingly tangible. This requires accurate identification, comprehensive analysis, and strategic prioritization of key indicators involved in smartening this area. In this regard, this research focuses on identifying and prioritizing the factors underpinning smartization of the urban transportation network in Kermanshah city. First, by studying the literature on the subject and exploring the experiences of other cities, various indicators contributing to the smartization of urban transportation were identified. Then, using the combined ANP and DEMETL techniques, the relative importance of each of these factors was determined based on opinions of 50 experts in the fields of transportation, urban management, and urban planning. The results suggest the satisfactory performance of the infrastructure and technical indicators, which have provided a fertile ground for implementing smartening. The environmental indicator is presented as a critical area in need of immediate intervention. This apparent contradiction reveals that the current approach to urban transport development, despite technological advances, has failed to account for the dimensions of environmental sustainability. Therefore, to fully realize the smartization of Kermanshah’s transport network, it is essential to adopt a targeted and meticulously prioritized strategy. This strategy should focus on the implementation of an intelligent transport system (ITS) with a special focus on key environmental indicators to directly respond to environmental challenges. This dual approach – i.e., maintaining and strengthening the existing technical infrastructure while improving the environmental index – can pave the way for Kermanshah to become a more sustainable, efficient and smart city. In other words, smartization should be used as a tool for greener and more sustainable development, and not merely as a technical goal.
