Abstract
Achieving sustainable rural development requires attention to all environmental, social, cultural, economic, physical, institutional and managerial aspects. The rural management system has always been one of the important topics for development planners due to its role in the economic, social-cultural and physical development of villages in different societies. This system in Iran has undergone complex transformations in terms of social structures over many years, although after the victory of the Islamic Revolution of Iran, organizations under the titles of the Islamic Council, Hamiyar House, Rural Development Office, etc. were formed in the villages. Unfortunately, the lack of efficient and principled management in the villages in all these years, especially in the last decade, has created many problems for the villagers. Therefore, this research seeks to identify the reflection of the presence of councils and village councils in the development of Rumeshkan villages and evaluate the performance of each. The purpose of the research is to investigate and analyze the role and performance of local management in rural development, to identify the reasons for their failure or success. The statistical population of the research is 10 villages of Rumshkan city and the sample size is 203 people, which was selected using Cochran's formula. The research method is a combination of documentary and field methods (questionnaire and interview). The results show that there is a positive and significant correlation between these indicators, and each of these indicators has a significant relationship with the final satisfaction of local management performance at the 99% confidence level. Local management in the studied sector has failed in some of its functions and this failure was due to lack of experience, lack of literacy and especially lack of political independence and executive power.
