Abstract

Environment and sustainable development are presented as two interrelated concepts within two theoretical approaches in international relations. These approaches are institutional environmentalism and the ecological approach of the Greens. Institutional environmentalism (Cornucopianism) takes an optimistic, human-centered perspective, assuming that governments and governmental institutions are capable of solving environmental problems. On the other hand, the ecological approach of the Greens (Neo-Malthusianism) adopts a more skeptical view of governmental institutions, and its theoretical foundation is based on an eco-centric perspective that emphasizes growth limitations. By applying these theories, one can better evaluate the issue and the dimensions of development, given the connection between the environment and sustainable development. In this regard, this paper aims to answer the question, "Given the conflicting theoretical approaches within the realm of the environment and sustainable development, how can the environmental management approach in Kermanshah province be analyzed?" The hypothesis suggests that "Environmental governance and management in Kermanshah province are not informed by the requirements of the ecological theory of the Greens, and as a result, the prospects for environmental preservation and sustainable development in the province are uncertain." The findings of this paper suggest that to achieve sustainable development, there needs to be a revision of government-centered policies and an expansion of a culture of participation, utilizing grassroots organizations while considering the constraints of growth. Kermanshah province must overcome its intertwined environmental problems, which are becoming exceedingly difficult to address and are expanding day by day. In fact, by adopting a global environmental governance perspective, the development path in the province can be smoothed. The paper could be further developed with more extensive research to provide practical insights.
