Abstract
Urban neighborhoods have undergone many structural and functional changes due to their intense impact on rapid urbanization. District 6 has also undergone urban changes over the years, leading to changes in use from residential to administrative-service uses . The gradual dominance of work and activity centers in residential areas and severe physical compaction, has largely led to neglect of the urban life . Therefore, with the aim of improving the quality of life and urban life in the 6th district, this research seeks to answer the question, what are the reasons for the administrative-service development of the 6th district of Tehran Municipality ? The research method is based on the purpose of applied research and based on the nature of the data, mixed research. Also, the factors of administrative-service transformation of the region have been identified using thematic analysis method. The results of the research indicate that the factors of administrative-service transformation of Region 6 can be categorized into five main themes: centrality (18.31%), politics and laws (13.18%) , land economy (38.56%) , access (23.09%) , and settlement (6.84%). Over time since the approval of the master plan, administrative use has increased by 55.43% and higher education use by 88.4% in the region. The continuation of the current trend will lead to consequences such as the growth of administrative-service uses and the decrease in housing, the increase in land prices and the change in the demographic structure, the increase in traffic problems, and the decrease in the quality of life.
