Abstract
Local differences in the capacity of water resources, the exploitation of these resources and the development outcomes resulting from water resources consumption are among the most important challenges facing policymakers, planners and local communities. Iran is one of the countries with crisis conditions in managing the consumption of water resources, the development of which has no direct connection with its blue potential. On the basis of this, the question of the study is whether in Iran, the results of the development of water resources have been consistent with their capacity and level of consumption. Using the method of describing-analysing and documenting local data and official statistical reports of the state of production and consumption of water on the one hand and examining the general indicators of the global economy (internal income and value added of activities) and combined development indicators (genetic degradation and human development indicator) on the other hand, the measure was taken to examine the relationship between water use and its development results in the provinces of the country. The argument of this survey and research is that the correlation between the blue capacities of different regions of the country and the extent of their exploitation and blue revenues is not expected to be observed with development results. The review and analysis of the findings of the research shows that local, state and regional differences and differences in the use of climate resources and the formation of different development patterns with capacities and natural and ecological resources will increase day by day on the scope of challenging discussions of disparate development and imbalances between regions and provinces of the country, and the regulation of the development capacities of each province in accordance with its biological and aquatic capacities will be indispensable.
