Abstract
Spatial expansion without planning and immigration to the city of Zahedan has led to the formation of marginal structures and crowding in the old structures of the city.. This city, like the big cities of the country, suffers from the problems caused by the organization of worn-out structures. One of the important things in reducing the problems caused by it is organizing the neighborhoods and identifying the challenges facing the organization of worn-out tissues. Therefore, in the present research, he analyzed the challenges of organizing worn out and inefficient structures on the outskirts of Zahedan city.The current research is part of qualitative methods in terms of practical purpose and method. The data collection tool was a structured interview. The statistical population included university experts and urban planning experts, who were selected using the purposeful sampling method and 15 experts with theoretical saturation. In order to analyze the data, qualitative analysis and grand theory were used in the form of three stages of open, central and selective codingIn order to analyze the data, qualitative analysis and grand theory were used in the form of three stages of open, central and selective coding. Coding of the interviews was done with Max Quda software version 2020. The results of the research on the challenges of organizing worn-out and inefficient tissues of Zahedan city by using coding led to the identification of 67 concepts in the form of open coding, 49 central categories and sub-challenges in the form of central coding and 6 selective categories and main challenges in The coding format was selected
