Abstract
In recent decades rapid urban growth, along with the concentration of other man-made uses around cities, has caused a change in the use of prime lands. Inattention to the planning and assessment of suitable land for urban development can bring a lot of economic and environmental damages in the future. This study was carried out with a applied purpose and a descriptive and analytical nature to evaluate suitable lands for urban development in the central part of Sabzevar county. The research approach is multi-criteria decision-making (MCE) with a combination of indicators including land use, proximity to built-up urban areas, distance from the fault, proximity to communication routes, slope, elevation levels, sensitivity to soil erosion, Areas exposed to flooding, in the direction of the slope, close to the power transmission lines that done in ARCGIS and TERRSET software. The research method of this study is a combination of Geographical Information System (GIS) and Analytical Hierarchy Process (AHP) and Ordered Weighted Average (OWA) techniques. In order to weight the research indicators, university experts and officials of Sabzevar county were asked for their opinions. The research results showed five different scenarios for the evaluation of land suitable for urban development of sabzevar city. According to resalts, for suitable lands for urban development, the scenario near AND with a preference factor (a) of 2, which has a low level of risk tolerance, is suggested. In this scenario, the favorable areas for urban development are equal to 25127 hectares (11% of the total area). In addition in all scenarios, the lands east of Sabzevar city along Imam Reza highway (Sabzevar-Nishabour transportation road) and south of Sabzevar -Bardskan transportation axis are emphasized for urban development.
