Abstract
Considering that the existence of various risks in the geographical context is a relative matter, cities need to improve their level of resilience against possible crises and disasters. Therefore, the main goal of the current research is to design a model of the resilience of coastal cities against the risks caused by urban floods and measure it in the city of Konark. The current research is developmental-applicative in terms of its purpose and exploratory in nature. In the qualitative phase, semi-structured interview method with experts and theme analysis technique were used to design the model. For this purpose, a semi-structured interview was conducted with 15 experts in the field of urban management who were purposefully selected using the snowball method. In the quantitative stage, in order to validate the model, confirmatory factor analysis method and Smart PLS software were used. For this purpose, 380 local experts of Konark, who were selected by simple random sampling method, were asked for their opinion using a questionnaire. Based on the findings of the qualitative phase, four physical-infrastructural, social, economic and institutional dimensions were identified for the resilience of coastal cities. Also, in evaluating the resilience of Kanarak localities against natural hazards, Nazarabad, Surg, Baluchan and Kohian localities have a very unfavorable situation in terms of environmental resilience, respectively. Finally, the best model to increase the resilience of the city of Kanarak when the situation of drivers (completion of the surface water channel, creation of a warning system and weather station, creation of an integrated geographic information system (GIS), preparation of flood zoning maps and revision of the legal system of executive bodies ) from national to local level with a growing positive trend, will happen.
