Abstract

Despite electronic cities, its realization has been difficult and has many challenges. For this reason, many Iranian cities, including Abdanan, have failed in implementing the components of the electronic city. In this regard, the current research seeks to identify and analyze the obstacles and challenges of realizing the electronic city in Abdanan. This research was done in terms of practical purpose and in terms of methodology in a qualitative-quantitative way. In the qualitative part of the information, theoretical saturation was reached through interviews with 5 experts who were purposefully selected, and the analysis method of thematic analysis of four indicators (individual, normative-social, technological and organizational) was identified. During the purposeful sampling, 50 experts have been selected, and the sub-criteria have been prioritized using the structural-interpretive modeling of ISM. The results of interpretative structural modeling showed that among the obstacles affecting the implementation of the realization of the electronic city in Abdanan city, normative-social obstacles are at the highest level and technological obstacles are at the lowest level, which have the most and the least impact on the implementation of the realization of the electronic city in Abdanan city. Also, the results showed that all the sub-criteria of obstacles are the linked variables that have a high power of influence and dependence.Considering the importance of electronic knowledge and skills of citizens, first of all, practical training should be provided to the general public by using media capabilities, especially the use of radio and television facilities, so that they can use the online and electronic services provided by organizations and organizations. Use them correctly and without problems.
