Abstract
One of the important potentials of any region can be tourism. Conservation and tourism development of World Heritage (WH) sites has always been a key and urgent scientific issue. Thanks to the existence of natural gifts and historical background, our country has a high potential for tourism, among which one of the most attractive is the city of Sari as the capital of Mazandaran province with a moderate Caspian climate. The city of Sari is full of natural attractions, It has been cultural, economic, social and sports, but unfortunately, tourism and tourist activities in this area have not grown as much as it deserves. This research aims to achieve regional balance and balance in this province and improve the capabilities of Sari city by guiding the development and utilization of the available resources in the region, the most obvious of which are tourism resources in Mazandaran province and Sari city. The current research is descriptive in terms of method and practical in terms of purpose. The statistical population was experts and specialists in the field of tourism in Sari city, and 45 experts were selected from among the population through targeted cluster sampling. The data collection tool in the current research was a questionnaire that was distributed among 45 experts in the field of tourism. Fuzzy Dimetal method has been used for data analysis and the findings have shown that the influence of the "climate" index on the improvement of Sari city tourism with the focus on regional development is more than other indices and the "globalization" index And competition" is the next priority. Also, the effectiveness of the index "Connection to modern global technology (Internet)" is also higher than other indices. Finally, a model has been designed for the tourism of Sari city with the focus on regional development.
