Abstract
Urban development plans have undergone procedural and content transformations over time. In developing countries, these transformations have only been in the titles of the plans. In other words, urban development plans are still formulated and executed by the same traditional method, which leads to the failure of the urban development plans, especially strategic plans. This is an applied-developmental study that employs a descriptive-analytical method and falls under the category of qualitative research. The aim is to develop criteria and feasibility indicators for urban development plans in Iran, which will be assessed based on the criteria of urban development plans to determine their effectiveness in achieving development. Data analysis was conducted using the MAXQDA software (urban development plan indicators). Nearly 450 initial codes were extracted into 110 axial codes. After further review and revision, the selected axial codes were refined to 79 codes, and ultimately 7 main codes and components were selected. They suggest that urban planning, especially strategic planning, is realized based on these components. The components include adaptability, coordination, communication and systematization, flexibility, realism, decentralized and participatory planning, and transparency in procedures and processes. The results revealed that based on the findings of the said components on identifying the main components on the feasibility of strategic programs at a global scale, realism and decentralized and participatory planning had the highest impact. In Iran, all components of the feasibility of urban development plans are far from desirable. In other words, urban development plans with an emphasis on strategic programs have not been realized due to the disregard for feasibility indicators.
