Abstract
The city of Shirvan, like many other cities in the country, has faced the increasing growth of the population . On the other hand, due to the increase in urban needs such as housing, transportation and urban services, urban challenges have intensified in Shirvan city, and the development plans carried out in this city are due to the stagnation and inflexibility of management problems s, physical problems, etc. They have not been able to meet the needs of citizens and the priorities of urban services. The current research was compiled with the aim of investigating the role of municipalities in the implementation of strategic planning. The current research is applied in terms of purpose, and in terms of descriptive-analytical method. In order to collect data, library and field methods were used. The statistical population of this research was urban experts and specialists, and the sample size was estimated to be 32 people using the Delphi technique. In order to collect field data, a questionnaire was used. The reliability of the questionnaire was measured by calculating Cronbach's alpha and calculating the composite reliability coefficient. The validity of the questionnaire was also confirmed in two stages: face and apparent validity by obtaining opinions from professors and experts, and divergent validity with The calculation of the extracted average variance index was confirmed. In this research, SPSS and pls software were used to analyze the research data. The results of this research showed etween thn is equal to It was 396, therefore Shirvan municipality should play a role through creating the necessary infrastructure, creating compatibility between the economic conditions and the social context and cultural structure of the city and localizing the urban development plan in order to implement the urban development plan based on strategic planning.
