Abstract

During the last decades, the central part of the cities gradually turned into dilapidated places due to their inability to adapt to the new conditions of growth and caused numerous problems. As a result, the renovation and improvement of these tissues is important. This research describes the revitalization scenario with the method of scenario planning and relying on social, economic, demographic and cultural factors. The data was obtained through library and field research, and 20 questionnaires were administered to specialists with expertise in dilapidated tissue issues and its restoration, and 350 questionnaires were distributed among the target citizens, which was obtained using Cochran's formula and the population of dilapidated neighborhoods in Qain 2013, which is 3661 people. . Based on the results of the SPSS software and the cross-effects matrix in the Micmac software, the influential factors of ownership status, history of residence, reason for residence, neighborhood problems, cause of wear and tear, services expected by residents and obstacles in reconstruction were obtained, and by scoring them, driving forces were obtained. . As a result, the laws and economy of the residents are the axes of the scenario, and finally, four scenarios were obtained from the integration of these indicators. The first scenario is efficient laws and favorable economy for residents. The second scenario is where the rules are efficient but the economy is unfavorable. The third scenario is favorable economics but inefficient laws. The last scenario is inefficient laws and unfavorable economics. Suggestions such as examining the obstacles to the spatial development of the dilapidated fabric and evaluating the effects of the implementation of plans and criteria for the renovation of the dilapidated fabric on its residents, as well as examining the distribution of urban uses in urban development plans within the scope of social justice are presented.
