Assessing Earthquake Risk and Urban Sprawl from the Perspective of Passive Defense Using Electre and Entropy Models (Case Study: Tabriz Metropolis)

Abstract
By studying the records of past and contemporary environmental threats, especially in connection to seismic risk management, it appears that the current crisis management is not sufficient to deal with the deleterious outcomes of natural disasters or alleviate their devastating effects. It seems that passive defense measures can make an effective and significant contribution to the consolidation of the defense chain. The stability and resistance of residential centers to hazards are of particular importance, especially in urban areas, which due to their population density, are the hub of services offered to their own population and adjacent areas. Therefore, efficient urban development and inclusion of new ideas for urban development and city defense planning are vital to achieve the goals of urban defense. The present study has a descriptive-analytical design and uses library and field resources, with an emphasis on the principles of passive defense and identification of components (including an analysis of about 50 indicators) of vulnerability and risk zoning. They can be grouped in 4 main categories: natural, physical, social and economic components. According to the experts, seismic vulnerabilities are detected and explored to manage the risk from a defense perspective. In this article, informed by a fundamental study, the expert views are collected and subjected to analysis based on the Electre and Shannon entropy models. The related database was drawn in the ArcGIS software. Ultimately, region 2 (196,507 people and an area of 2,053.26 hectares) of Tabriz was found to have the lowest vulnerability and region 10 (187,958 people with an area of 1,044.66 hectares) had the highest vulnerability according to the model output, and the urban sprawl in the city was found to be dispersed.
