Abstract
Today, problems such as traffic, pollution and other issues in cities have disrupted the daily life of citizens; therefore, city residents usually pick the night to spend their leisure time in pilgrimage cities. One of the key factors that contributes to the realization of a nightlife city is the boom in intra-city transportation. This research aims to develop nightlife city strategies in the metropolis of Mashhad. In this applied research, a descriptive-analytical method has been employed. The questionnaires were distributed among 40 relevant managers and experts, and then the resulting strategies were prioritized using the SWOT technique and the ANP model in the Super Decision software. Using the outputs of Arc GIS software, the status of public transportation and the radius of access were determined. Then, their internal (strengths and weaknesses) and external (opportunities and threats) points were also identified. The findings derived from prioritizing strategies in the network analysis model include: WO2 Strategy: increasing the operation time of public transportation services (subway, bus, and taxi) during the night. WO1 Strategy: formulating a separate section in urban plans to enhance public transportation efficiency and dynamism, especially at night. WO3 Strategy: ensuring the safety and security of pilgrims and local people, especially in narrow accesses and sidewalks in the worn-out fabric surrounding the Holy Shrine of Razavi. ST2 Strategy: providing more desirable urban services during the night to pilgrims and local people to extend their stay in this city. According to the results, given the inflow of nearly 30 million pilgrims and tourists per year, suitable nighttime transportation should be provided for the 24-hour stay of pilgrims and residents in this city through appropriate planning and implementation strategies to alleviate weaknesses and exploit environmental opportunities.
