Abstract
Today, tourism is recognized as a key approach for socio-economic and physical development in rural areas. Meanwhile, one of the underlying pillars of tourism development is tourism management, which plays a key role in coordinating tourism development activities. Therefore, the purpose of this study is to investigate the performance of Dehyaris (village council offices) with respect to tourism development in the central district of Mashhad. This is an applied study that adopts a descriptive-analytical method. The statistical population included 12 villages that are home to 7886 households. The sample size was determined using the Cochran formula with an error of 0.05% (n=367 households). GIS and SPSS software and the VIKOR multi-criteria decision-making model were utilized to investigate the findings. The results of the variance test with a significance level of 0.03 for reducing unemployment and employment development index, 0.03 for income growth index, and 0.04 for investment incentive index, which are less than 0.05, suggest a significant difference in the average performance of Dehyarans (village chiefs) in terms of tourism development in the studied villages. Still, according to the results of the VIKOR model, the villages of Farmad, Amirabad, and Doostabad are among the villages where Dehyarans outperformed other villages thanks to their tourist attractions, geographical location, and proximity to Mashhad. However, in villages such as Tabadkan, Gush, and Jang, driven by factors such as distance from Mashhad and main roads, Dehyarans had a relatively poor performance compared to similar villages. According to the findings, possible solutions may include reviewing the duties of Dehyarans, forming various local groups, training Dehyarans, especially in terms of tourism, and raising awareness among rural communities, among other things.
