Abstract

The purpose of proposing the desired problem is to achieve a program that can identify the problems of Shahrekord city at transnational, national, regional and local levels and formulate the necessary goals based on that. Using MAXQDA analytical software, sub-, central and selective codes were extracted to identify factors affecting the realization of urban development plans. In order to determine the feasibility of urban development plans on a global scale, first, various sources such as books, articles, reports, various urban development plans were studied, then coding was done using MAXQDA software. Then, the TOPSIS multi-criteria decision-making model was used to prioritize and rank the factors affecting the realization of urban development plans. By reviewing the specialized research literature, it was determined that various cases have an impact on the non-realization of urban development plans, and in many researches, different mechanisms have an impact on the non-realization. Therefore, the common denominator of most of these researches is the emphasis on structural requirements at the national and regional scale, which is more consistent with the centralized and departmental management model. In addition, the spatial dimensions in the human and natural spheres have an impact on the state of realizability. This impact sometimes is negative on the realizability situation and in some cases it also is positive depending on the conditions governing different areas.
