Abstract
Today, the transition from centralized, hierarchical urban governance to decentralized, and democratic good governance is inevitable. Therefore, adopting a good governance approach in light of new planning perspectives, which is in harmony with the cultural, political, and economic context of various urban areas in Iran, is of paramount importance. Hence, the present study aims to identify the key drivers of good urban governance in the city of Kashmar using new approaches such as uncertainty and driver analysis. The research data were collected using library research and a survey. For the latter, a questionnaire and software models like Mic Mac were used, the validity and reliability of which were confirmed by specialists and scholars in this field. According to the results, the filling coefficient for the variables with two iterations of data rotation (high reliability) was 98.8%, suggesting a high impact coefficient and high factor loading in the selected variables. According to the values obtained from the initial cross-impact matrix, 963 cases with the highest statistical size had a high impact. Further, 852 cases had a medium impact, 114 had a low impact, and 325 had no impact, with a p-value of 14 (potential direct impact). Finally, it is suggested to cut administrative bureaucracy and increase transparency to improve the status of good urban governance in Kashmar.
