چکیده

حوضه­ های آبریز مشترک در ایجاد تنش ­های هیدروپلیتیکی در مناطق مختلف دارای اهمیت روزافزونی هستند. بنابراین توجه به این موضوع و بررسی آن از ابعاد مختلف دارای اهمیت است. زیرا در طی یک دهۀ آینده براساس تغییرات زیست­ محیطی گسترده ما شاهد گسترش روزافزون سدها جهت بهره برداری­ های مختلف از سوی کشورها در مناطق مختلف جهان خواهیم بود. در این مقاله هدف بررسی سد ایلیسو و تأثیرات سیاسی، اقتصادی، اجتماعی‌فرهنگی و زیست محیطی ساخت سد توسط ترکیه بر کشورهای پایین ­دست رود دجله (عراق، سوریه و ایران) می ­باشد. باتوجه به اینکه در منطقۀ خاورمیانه معاهدات منطقه ­ای جهت بهره­ برداری مناسب از منابع آبی مشترک وجود ندارد، اینگونه اقدامات از سوی کشور ترکیه به عنوان کشور بالادست رود دجله می­تواند زمینه ­ساز بحران­های زیست­ محیطی و... برای کشورهای پایین­ دست و در نتیجه بروز تنش­ ها و حتی جنگ آب در منطقه را تشدید نماید. در این مقاله با روش توصیفی‌تحلیلی به جمع ­آوری داده ­ها از طریق بررسی مقالات فارسی و انگلیسی و ... پرداخته شده است و سپس با استفاده از نرم­افزار Super Decision به بررسی تأثیرات سد بر کشورهای پایین­ دست رود پرداخته شد. یافته­ های تحقیق نشان می­دهد که بروز درگیری­ های سیاسی با وزن 0.11026، نابودی امنیت غذایی با وزن 0.13774، جابجایی جمعیت با وزن 0.09788، خشک شدن تالاب هورالهویزه-هورالعظیم با وزن 0.09843، و نفوذ آب شور به خلیج فارس 0.09337 دارای بیشترین تأثیرپذیری از احداث سد هستند و همچنین این عوامل بیشترین تأثیر را بر افزایش تنش بین کشورهای بالادست و پایین دست در کوتاه مدت خواهد داشت. جهت حل مشکلات و معضلات ناشی از احداث سدها بر روی رودها فرامرزی نیاز به تصویب و تدوین معاهدات منطقه ­ای بین کشورهای حوزه ­های مشترک هستیم.
