Rivers that flow across two or more countries are also included among the international ones. Shared bodies of water, as economic resources, commonly contribute to cross-border disputes among nations. They are supposed to cause various types of interaction among states, from a source of compatibility and cooperation to a range of conflicts and hostilities. The conflict between Jordan and Syria over the Yarmouk River, the dispute between Bolivia and Chile over the Luca River, and the conflict between India and Pakistan over the Indus River are but a few instances of such international disputes. Conversely, in some parts of the world, including the two neighboring countries Iran and Turkmenistan, the shared bodies of water may contribute as binding factors among nations, so that the beneficiary countries turn to cooperation and integration rather than conflict which is a serious obstacle to any kind of development. Iran and Turkmenistan’s decision to construct the Dam of Dousti on the Harirud, the bordering river between the two countries, and their agreement on a legal regime for the body of water, is an instance of utilizing common water resources for regional cooperation and convergence. The present paper, employing a descriptive-analytical approach and focusing on the Harirud, as a body of water bringing about cooperation and convergence between the two nations, addresses the potential dual role that can be played by Border Rivers. Key words: International rivers; Regional Cooperation; The Harirud; The Dam of Dousti .}, keywords = {}, title_fa = {نقش رودهای مرزی در همکاری و همگرایی منطقه‌ای "نمونه ی موردی: هریرود و سد دوستی"}, abstract_fa = {رودهای بین المللی، به راههای آبی گفته می شوند که از مرز بین دو یا چند کشور عبور کرده و نوار مرزی کشورها را مشخص می سازند یا رودهایی که در طول مسیر خود از قلمرو چند کشورعبور می کنند. تعداد دویست و شصت و یک رودخانه ی بین المللی در دنیا وجود دارد که بین دو یا چند کشور مشترک اند. اساساً وجود منابع آبی مشترک در مناطق مرزی به عنوان یک منبع اقتصادی، عامل مهمی در اختلافات مرزی کشورها به حساب می آید. نوع بر هم کنش میان دولت ها در بهره برداری از منابع آبی مشترک، طیف گسترده‌ای از سازگاری و همکاری کامل تا ناسازگاری و جنگ را در بر می گیرد. نزاع اردن و سوریه بر سر رودخانه ی یرموک، اختلاف بولیوی و شیلی بر سر رود لوکا، منازعه‌ی هند و پاکستان بر سر رود ایندوس، نمونه هایی از تأثیرمنفی آب بر ایجاد روابط غیردوستانه و پر تنش بین کشورهاست. اما، در برخی مناطق جهان منابع آبی مشترک، نظیر رودها، به عنوان عامل پیوند دهنده ی ملّت ها و دولت ها عمل نموده است. به گونه-ای که کشورهای ذی نفع به جای درگیری و منازعه، که مانع جدّی هر نوع توسعه به شمار می‌رود، مسیر همکاری و همگرایی را در پیش گرفته و با مدیریت بهینه بر منابع آبی مشترک، گام های مهمی را در توسعه ی منطقه بر داشته اند. تصمیم دو کشور ایران و ترکمنستان در احداث سد دوستی روی رودخانه ی مرزی هریرود و تدوین نظام حقوقی بهره برداری مشترک، یکی از نمونه‌های خوب نقش مثبت منابع آبی در همکاری و همگرایی منطقه ای است. پژوهش حاضر به صورت اسنادی و با شیوه‌ی توصیفی- تحلیلی نقش و تأثیر دوگانه ی رودهای مرزی را بر روابط کشورها مورد بررسی قرار می دهد و با تأکید بر رودخانه ی مرزی هریرود، نقش این منبع آبی مشترک را در ایجاد همکاری و همگرایی بین دو کشور ایران و ترکمنستان، مورد بررسی و تبیین قرار می دهد. کلیدواژه ها:رودهای مرزی، هریرود، همگرایی، آسیای مرکزی، ایران، ترکمنستان.}, keywords_fa = {}, url = {https://jgrd.um.ac.ir/article_27798.html}, eprint = {https://jgrd.um.ac.ir/article_27798_5c7eeb2808e948b78a7b7dad208b5bdb.pdf} }
