Abstract

The current research is based on the practical developmental goal and the method of doing it is descriptive and analytical. Among. Qualitative research is based on the idea of evaluating Iran's urban development plans by considering feasibility indicators with an emphasis on strategic planning based on determining the success rate of strategic planning feasibility in evaluating the criteria evaluation system and achieving predetermined goals. Therefore, the purpose of this research is to compile the criteria and indicators of project feasibility in urban development plans of Iran, and then through the extracted criteria, urban development plans are measured in order to determine how their performance is to achieve development, and the indicators of the plans are calculated from the Max Kyuda software. Urban development were content analyzed and nearly 450 primary codes were extracted in the form of 110 core codes, then the number of core codes were selected by reviewing and revising, which shows that it is based on these components that urban planning and especially the strategic plan is realized. Adaptability, coordination, communication and systematic, flexibility, realism, decentralized, participatory, and transparency in procedures and processes.
The achievement of this thesis is the identification of development indicators for the realization of urban development plans and also the measurement of their ranking, analysis and evaluation in Iran, taking into account the findings obtained from among the proposed components to identify the most important component affecting the realization of strategic plans in Iran. The applicability of Shahid's development plans are in an unfavorable situation. In other words, urban development plans with an emphasis on strategic plans could not be fully realized, which is the reason for not paying attention to realizability indicators.
